Job Summary

The Public Finance Analyst supports The Port’s public finance practice by overseeing compliance activities, maintaining accurate trust and financial records, and assisting in the structuring and execution of development finance transactions. The role contributes to economic and community development efforts across Cincinnati and Hamilton County and provides administrative, analytical, and project management support for a broad range of public finance tools and programs.

What You'll Do

1. Public Finance Program Development & Transaction Support
  • Contribute to the development and management of a nationally recognized public finance program supporting economic and community development in Cincinnati and Hamilton County, utilizing tools such as TIF and special assessment bonds, the regional bond fund, lease transactions, PACE financing, conduit debt, and New Markets Tax Credits.
  • Support the VP of Public Finance in structuring and executing a variety of public and development finance transactions.
  • Identify, research, and recommend innovative development finance opportunities; tasks may include financial modeling and pro forma development.
2. Compliance Administration & Financial Oversight
  • Review monthly trust activity for all bond and note indentures; monitor trust accounts, prepare & maintain accurate summaries.
  • Prepare requests to disburse trust‑restricted funds and secure internal authorization prior to release.
  • Collaborate with Accounting to prepare and monitor annual budgets where bond or note activity affects operating income or capital expenditures.
  • Oversee third‑party consultants, advisors, and legal counsel performing services related to debt instruments, including arbitrage calculations and pledged service payment analysis.
  • Maintain a public finance master compliance calendar and share updates with relevant internal and external parties.
  • Prepare debt covenant ratios and related calculations; proactively identify potential compliance issues.
  • Assist in organization‑wide compliance administration as needed.
3. Program Management for Communities First Ohio
  • Administer The Port’s statewide home mortgage down payment assistance program, Communities First Ohio.
    • Daily: Set mortgage interest rates and verify prior‑day rate reservations, cancellations, and extensions.
    • Monthly: Work with the master servicer, program administrator, and trustee to verify mortgage‑backed securities pooling activity and reconcile sale proceeds with expected program revenue.
    • Support efforts to increase the number of participating lenders statewide to expand homebuyer access.
4. Stakeholder Engagement & Internal Coordination
  • Support the marketing and promotion of The Port’s public finance capabilities to bankers, accountants, attorneys, developers, municipal officials, consultants, and other partners in economic development.
  • Assist CFO, external auditors, and leaders of other business lines as needed.
  • Special projects as assigned.

What You Bring

  • Bachelor’s degree in Accounting, Finance, or related field.
  • Minimum of 3 years of experience with a public or private organization in finance and compliance.
  • Preferred experience with bond and note indenture compliance, incentive, and economic development financing, and real estate development.
  • Proficient in debt compliance, public finance tools, and capital markets.
  • Demonstrated expertise in advanced problem solving, data-analysis, and critical thinking with the ability to make sound, timely decisions.
  • Proficiency in Financial Modeling and Risk Evaluation.
  • Proven initiative in enhancing processes, implementing improved internal controls, and supporting organizational efficiency.
  • Strong communication skills and collaboration with internal and external stakeholders.
