Revitalizing Lincoln Heights: The Port Invests in Affordable Homeownership

Residential Development
As part of a strategic effort to address Hamilton County’s affordable housing shortage, The Port of Greater Cincinnati Development Authority has been awarded $200,000 in American Rescue Plan Act (ARPA) funding to support the second phase of the Lincoln Heights Development project. This funding will be used to construct four new single-family homes in the Village of Lincoln Heights, increasing affordable homeownership opportunities and contributing to the long-term stability of the community.
Through the Homesteading and Urban Redevelopment Corporation (HURC), which The Port manages, we are advancing the Village of Lincoln Heights’ housing plan by facilitating property transfers and developing quality, affordable homes. HURC has already invested over $1.2 million to build and sell four new construction homes on Jackson Street, with plans for four more. These efforts are strengthening homeownership, stabilizing property values, and expanding the tax base.
The next phases of development will include the construction of eight additional homes:
- Four Ranch-style homes
- Four Two-Story homes
Funding Sources
To support Phase 2 & 3 of the Lincoln Heights Development, additional funding sources have been secured:
- $400,000.00 – CDF-ARPA
- $600,000.00 – County HOME
- $100,000.00 – First Financial Bank
- $20,000.00 – PNC Foundation
- $40,000.00 – USGS Bank
- $30,000.oo –LISC
Lincoln Heights High School Demolition
We are proud to support Lincoln Heights’ revitalization by managing the remediation and demolition of the old Lincoln Heights High School, clearing the way for the Village’s signature development.
Memorandum of Understanding (MOU) & Economic Development Initiatives
In addition to the high school demolition, The Port has partnered with the Village of Lincoln Heights on other economic development initiatives. The Port and the Village entered an MOU in February 2022 to:
- Develop additional housing
- Create a broadband “smart village”
- Assist with code remediations and repairs
Home Repair Program
In 2025, the Landbank is bringing its Home Repair Program to Lincoln Heights. The program offers funding for resident homeowners to make repairs to address exterior code violations and critical repairs.

With the Department of Housing and Urban Development (HUD) estimating a deficit of 30,000 affordable housing units county-wide, The Port is working to close the gap by reinvesting in key neighborhoods. The Lincoln Heights Development project is part of a broader initiative to create sustainable homeownership opportunities and attract new investment to historically underserved areas.
This development is expected to not only provide quality housing but also revitalize the area by encouraging economic growth and enhancing neighborhood stability. Through strategic partnerships and targeted investments, The Port remains committed to ensuring that affordable homeownership is within reach for more families in Lincoln Heights.
