Notice of Public Hearing – TEFRA – September 22, 2026

NOTICE OF PUBLIC HEARING

Notice is hereby given that on September 22, 2026, commencing at 11:00 a.m., a public hearing will be held on behalf of the Port of Greater Cincinnati Development Authority (the “Authority”) at 221 E. 4th Street, Suite 200, Cincinnati, Ohio 45202. This hearing is for the purpose of considering the approval of the issuance in one or more series of multifamily housing revenue bonds (the “Bonds”) pursuant to a common plan of finance, in aggregate principal amount not to exceed $10,100,000 by the Authority, pursuant to Article VIII, Sections 13 and 16 of the Ohio Constitution and Sections 4582.21 through 4582.60 of the Ohio Revised Code. If the Bonds are approved, the proceeds will be loaned to Kinsey Lofts LLC an Ohio limited liability company or its successors or assigns (the “Borrower”) for the purposes of acquiring, constructing and equipping an approximately 53-unit residential rental facility for individuals and families of low and moderate income located at 2354 Reading Road, Cincinnati, Ohio 45202 (the “Project”).

The initial legal owner or principal user of the Project is expected to be the Borrower. The Bonds will be special obligations of the Authority and will not constitute a debt or a pledge of the faith and credit of the Authority or of the State of Ohio (‘the State”) or any other political subdivision of the State, and there will be no right to have taxes levied by the general assembly of the State or taxing authority of any political subdivision of the State for any payments under the Bonds.

Persons wishing to express their views on the proposed transactions may participate in the hearing in person or may submit their views in writing. Any written submissions should be sent to the attention of the Board of Directors of the Port of Greater Cincinnati Development Authority, 221 E. 4th Street, Suite 200, Cincinnati, Ohio 45202, Attention: Greg Hahn and clearly marked “Re: Port of Greater Cincinnati Development Authority (Kinsey Lofts)”. Written Submissions should be mailed in sufficient time to be received before the hearing date.
