Request for Proposals - 3355 Queen City Avenue Stabilization Project

Due Date: July 14, 2026

The Hamilton County Land Reutilization Corporation (HCLRC), also known as the Hamilton County Landbank, is seeking qualified, pre-qualified general contractors to submit proposals for the stabilization of the property located at 3355 Queen City Avenue in Cincinnati, Ohio.

HCLRC is a nonprofit, quasi-governmental organization dedicated to returning blighted, vacant, and underutilized properties to productive use throughout Hamilton County. As part of this mission, this project focuses on stabilizing the structure to ensure it meets local safety and maintenance standards and is positioned for future redevelopment.

Project Overview

The selected contractor will be responsible for providing all labor, materials, and supervision necessary to bring the building into compliance with Vacated Building Maintenance License (VBML) standards (CBC §1101-79.4). The goal is to ensure the structure is:

  • Secure
  • Weatherproof
  • Structurally sound
  • Sanitary

- Interior and exterior photos of the property.

Scope of Work (Summary)

The stabilization effort includes, but is not limited to, the following:

  • Interior Cleanout & Preparation
    • Removal of debris, non-permanent finishes, appliances, plumbing fixtures, and damaged materials
    • Full interior broom-clean condition upon completion
  • Building Securing
    • Installation of secure, weather-tight barriers at all openings
    • Locking and securing all doors and windows
  • Roofing & Drainage
    • Inspection and repair/replacement of roofing systems
    • Repair of gutters, downspouts, and stormwater systems
  • Structural Stabilization
    • Repair or replacement of compromised structural components
    • Stabilization of floors, walls, ceilings, and attached features
  • Foundation & Exterior Repairs
    • Repair of foundation and exterior walls to eliminate structural deficiencies and openings
  • Site Cleanup & Safety
    • Removal of exterior debris and overgrowth
    • Stabilization or removal of unsafe accessory structures
  • Hazard Mitigation
    • Removal of unsafe or hazardous materials impacting health and safety

Procurement Timeline

  • Pre-Bid Conference: June 30, 2026 at 2:00 PM
  • Proposal Due Date: July 14, 2026 at 4:00 PM
  • Selection Period: Following proposal review (Weeks 6–7 of process)

Contractor Requirements

  • Must be pre-qualified with the Landbank and registered with the City of Cincinnati
  • Must comply with all applicable Cincinnati Building Code and VBML standards
  • Must carry required insurance and execute a Master Service Agreement upon award
