Job Summary

The Port of Greater Cincinnati is seeking a Manager of Public Finance & Compliance to join a high-performing team of professionals dedicated to managing its public finance practice. As a member of the Public Finance Team, you will be responsible for providing administrative support to drive economic and community development efforts in the City of Cincinnati and Hamilton County. Current tools of the Public Finance practice include TIF and special assessment bonds, a regional bond fund, conduit bond issuance, lease transactions, New Markets Tax Credits, commercial PACE financing, and a down payment assistance program supporting residential home purchases.

The Manager of Public Finance & Compliance assists in the oversight and coordination of key processes over the financing term of an extensive portfolio of Public Finance transactions. The successful candidate has demonstrated exceptional attention to detail, aptitude for capital markets products, ability to prioritize and maintain an orderly workflow, and strong verbal and written communication skills. Outstanding project management skills and the ability to build and maintain relationships with internal and external partners are essential to overall success and effectiveness in this position.

What You'll Do

1. Public Finance Program Development & Transaction Support

  • Contribute to development and management of public finance programs (TIF, special assessment bonds, regional bond fund, lease transactions, PACE, conduit debt, NMTC).
  • Support VP of Public Finance in structuring and executing transactions.
    Identify, research, and recommend innovative finance opportunities; support modeling and pro formas.

2. Compliance Administration & Financial Oversight

  • Oversee all public finance compliance activities.
  • Review monthly trust activity; monitor accounts and prepare summaries.
  • Maintain compliance calendar and distribute updates.
  • Prepare debt covenant ratios, identify potential issues.
  • Prepare requests for disbursement of trust-restricted funds.
  • Collaborate with Accounting on budgets tied to bond/note activity.
  • Oversee third-party consultants supporting debt instruments.
  • Assist with organization-wide compliance.

3. Project Administration & Internal Coordination

  • Support administrative management of financed projects.
  • Review construction draw requests.
  • Coordinate with Accounting to ensure invoices are issued and tracked.
  • Assist CFO, auditors, and other leaders.

4. Program Management for Communities First Ohio

  • Administer statewide down payment assistance program.
  • Set daily interest rates; verify reservations.
  • Verify pooling activity, reconcile sale proceeds.
  • Support lender expansion statewide.

5. Stakeholder Engagement & External Representation

  • Support marketing of public finance capabilities.
  • Present or report at Board meetings.
  • Travel/present at events on behalf of the organization.

What You Bring

  • Bachelor’s degree in Accounting, Finance, or related field.
  • Minimum of 6 years of experience with a public or private organization in finance and compliance.
  • Preferred experience with bond and note indenture compliance, incentive and economic development financing, grant management, and real estate development.
  • Advanced-level knowledge of public finance tools and capital markets.
  • Demonstrated expertise in advanced problem solving, data-analysis, and critical thinking with the ability to make sound, timely decisions.
  • Expertise in debt compliance, trust indenture requirements, and financial analysis.
  • Proficiency in Financial Modeling and Risk Evaluation.
  • Proven initiative in enhancing processes, implementing improved internal controls, and supporting organizational efficiency.
  • Strong communication skills and collaboration with internal and external stakeholders.
